3. You will observe that Mr Rawlinson regards the Pokfulam Supply
as utterly inadequate for the necessities of the town of Victoria, and
recommends that the scheme, which was approved by Lord Carnarvon in his despatch
no. 131 of the 15th of October 1877,
should be carried out; I have accordingly already
by telegraphic message conveyed to Mr Robinson
instructions accordingly that the works proposed
may be begun at once.
4. He further considers -(see para. 7 of the Report)- that if this
scheme be adopted,
there will be no need for a system of five Tanks to supply
hydrants, as the General Water Supply will be sufficient for that purpose; but that if Tanks are constructed,
